Message HID balasts emit. The aluminum shielding prevents the noise from affecting the translator. Noise is worst on HID start up, which is why he was able to turn the lights on, then start the car without issue.

Proximity may play a role, but Greg mentioned he's seen case with the balasts mounted where the HICAS goes and people are still having issues. It also depends on the brand of balast.
